New PC build... Won't turn on... Disassembled and saw CPU pins bent... Is this the problem? Nothing turns on on boot. Fans, lights, etc. Shouldn't the fans at least turn on.

It might not be related to the bent pins.
I'd RMA the board, firstly, as the bent pins issue rarely can be solved by straightening them.
Then, when the new one arrived, test it outside the case, minimum components installed.

I have a new mobo arriving Tuesday. Minimum components would be PSU and main power (20/24 pin) connector, CPU 4 pin, RAM, and drives, right? Should it boot right off the PSU? What I mean is with no power button other than the PSU. It should boot with just those components/connections, right?
Install the CPU, CPU cooler, both 24 and 4 pin power cables, single RAM module.
Start the board outside the case by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button.
