What Is svchost.exe Process Using So Much CPU?

I have Windows 7 installed on my computer and recently it has been quite slow. I checked the processes tab of the task manager and found that one of the svchost.exe processes was using over 50% of my CPU, causing the computer to constantly use all of my CPU. I tried ending the process and it really improves performance. After a few minutes, the Windows GUI flickers into the Windows 98 appearance and reverts back to the Windows 7 appearance after a few seconds of flickering. After about a half an hour, the svchost.exe spikes back up to 50% CPU and performance declines again.

I've scanned for infections on my PC, but nothing turned up. I haven't installed any new programs in months and none of the programs that I have installed are suspicious. Firefox is the only program that is running everytime that this issue occurs, but that's because it is basically always open. I highly doubt that Firefox is the issue anyway.

As I understand it, this process is a generic process that is used by other programs, that's why there are so many. So it would be quite difficult to isolate the issue.

Anyone have any idea what is happening?

So I didn't realize that it was so easy to see what services are using the process. Here is the list:

    ■ System Event Notification Service
    ■ Task Scheduler
    ■ User Profile Service
    ■ Multimedia Class Scheduler
    ■ Server (lanmanserver)
    ■ IP Helper
    ■ Computer Browser
    ■ Background Intelligent Transfer Service
    ■ Application Experience

To provide some more background, I have disabled Windows Updates automatic installation, I have disabled Windows aeropeak, I have no scheduled tasks and I have only one user account on the PC. I'm not sure why this bundle of services is taking up so much resources.

I don't have Windows Security Essentials and Windows Defender is disabled on my system.

Windows Updates are set to check, but prompt me to download and install. It is not updating during the time that I experience these issues.
