GPU not using its 100% potential. (GTX 960)

Hello guys,
I have been playing gta 5 since it's release. I have been getting decent avg 50 fps since then but now my fps are dropping from 50 to 30 and suddenly goes to 3-4 fps. I have checked the GPU usage in game and it doesn't go up from 40% to 50%.I don't know what the issue is. I have an Intel core i3 4150 CPU with 8 gb of ram. Please help. Thanks

Your CPU is bottlenecking, if you turn up your settings, does your fps go down? My 4690K is borderline bottlenecking me and that has 4 real cores.

I turned up the settings, fps does go down a bit but this fps dipping still happens.

Your processor is more than capable, what grahphics config and resolution are you playing at? To see if your prcessor is giving some problem, open ctrl+alt+del ingame and select task manage. Go over your performance tab and see whether your cpu is at 100%. Also make sure your not doing any heavy work in the background, and see of any process in task manager is eating to much os cpu usage or ram.

I'm using nvidia recommended graphics config. I'm playing on 1280×800 resolution. CPU usage is 100%.

Im not sure whats wrong, but whatever game you play, you could change their application cpu usage priority to high in task manager, it might help a bit. Also unpark your cores and try to see in task manager what applications are eating the cpu usage the most. Hope this helps.

Maybe the cpu is overheat, because your cpu usage is 100% at 1280×800 resolution. According the gta5 review, your cpu and gpu are fine. http://www.techspot.com/review/991-gta-5-pc-benchmarks/ Using software to check the temp, like http://www.hwinfo.com/download.php
Also what is your PSU?

I'm pretty sure your CPU is more than capable and shouldn't reach 100% of utilization with GTA V only, check the other process running and eating CPU.
