You will fare very well with 8 fast cores and 16 threads. Dual Xeon might give you marginally better performance, but you are outputting twice the heat. Honestly, you don't even need the video cards since video editing isn't graphically intensive.
After more research I am going with your reccomondation minus one titan. 2 Titans make a HUGE difference in the amount of realtime efx I can use as well as 30x faster rendering compaired to cpu only rendering. The 3rd titan would only give me a marginal speed bump over 2. There is a pair of xeon cpu's that would boost rendering 75x with a crazzy amount of efx but would cost $8k just for the cpu's so that is a no go.
