Dying hard drive with OS

If I copy my dying hard drive with Windows 10 to a new WD Caviar blue, will I be able to just remove the dying drive and run my computer like normal without installing Windows and such?

It's not recommended to clone a failing HDD, especially if it has too many bad sectors. If you want to experience the best performance out of your new WD Blue, you should definitely perform a clean install. This way you'd avoid transferring the corrupted data and system files from your old HDD.
Depending on the severity of the damage, you might also experience booting issues, which would eventually require you to re-install Windows from scratch again.
