MSI R9 390 hitting 100% gpu usage

Howdy y'all.

Honestly, I'm not sure if this is an issue or not but in one of the gaming channels I subscribe to on YouTube there was a discussion about how the GPU hitting 100% could be a problem with future games.

I just built a new system. You can see the specs here: http://valid.x86.fr/kvsxx2

I've also listed the basics below:

Intel i5-4690K. Haven't OC'ed it yet so it's on "auto".
MSI Z97S SLI Krait
16 gb Crucial Ballsitc Sport
MSI R9 390

When I'm running BF4 at Ultra setting on my 1080p monitor GPU usage peaks at 99/100% and stays there.

See below image:

"A" indicates when I started playing BF4 and "B" indicates when I shut down the window. I play sullscreen on my 1080p monitor.

Bandicam says I'm getting a good framerate, around 120fps. Fallout 4, at ultra settings is getting a consistent 60 fps.

I'm planning on doing some mild overclocking. Should I be concerned about this? Is it because I'm running a dual monitor set up?

It's supposed to do that, as Burgessanthony says, BUT>>>
You could be running the card faster than it needs to, 120FPS is all well and good but it's wasted on a 60Hz monitor, which can, by its nature, only actually display 60FPS.
Unless you have either a fast monitor or a Freesync compatible display, try running with Vsync enabled ingame or cap the framerate through the Crimson drivers: With the drivers open, Gaming>Global Settings>framerate target control, enable and set to 60.
Not everyone likes this, it can add input lag, some notice, some don't, wither way it's just a few mouse clicks to restore everything if you don't like it.
Restricting the frame rate will lower the GPU use which should make things both cooler and quieter.
