Xeon E5 1650V3 runs at 44C to 50 C then fans speed up from 350rpm to 1500rpm then itsback to 44C

Is this too hot?
Only looking in the Bios, no intensive work
6x Noctua PWM 140mm Case fans
2 x 150mm CPU Noctua D-15 Cooler fans - massive cooler

Is this down to my crap Thermal Paste spreading? / a bad Bios / or OK for a TDP 140 watt cpu

Plenty of cooling and a clear airflow through ATX case

I am also concerned the voltage stays about 1.47 volts and Intel Arc says 0.65 to 1.3 Volts

Intel ark gives this a Tcase max temp of 67C, so is it being damaged?

Any ideas?

Thanks I understand your logic on the temperature reading but what about the overvoltage of 1.472v when Intel say the safe operating temp should be between 0.65V and 1.3V.
Would it rise to more volts than the present 1.472 V when it goes into the standard Turbo speed of 3.8 Ghz?
