AMD Piledriver FX-4 Quad Core 4300 3.80GHz @ 4.00GHz support gtx 970 4gb?

Solution
If you want to switch to Intel, you'll need a new motherboard, the GA-970A-UD3 board is only compatible with AMD processors on the AM3+ socket. The i5 4690k requires an LGA motherboard with an LGA 1150 socket. If you want to be able to overclock the i5 4690k, you'll need a motherboard preferably with the Z97 chipset, though a board with a Z87 chipset would also work, but it might need a BIOS update to support the 4690k.
It depends on your long term goals. The FX 4300 is going to bottleneck the GTX 970, however if you push your overclock higher you can reduce the bottlenecks. If you goal is to upgrade your GPU now and in a year or so upgrade your CPU to FX 8 core or even better to Zen or switch to Intel then you should be okay running the 970 with the FX 4300 @ more around 4.5Ghz until you can upgrade it. If you planning on keeping your current processor and not upgrading it down the road then you would probably be happier with something like the R9 290 or R9 290X, and you probably won't have many bottlenecks with that configuration.

The bottlenecking would actually be worse on the AMD cards because AMD's DirectX 11 drivers have a lot more CPU overhead compared to Nvidia's.

Something like the GTX 960 or R9 380 would probably be a better fit for the FX 4300 unless the OP plans on switching to Intel, or upgrading to a Zen CPU (if it turns out to be good) .

Was following a couple threads at once, you are right though, if OP is keeping FX 4300 the GTX 960 would be better than the R9 290.

If you want to stay on your motherboard your upgrade path is FX processors. Your motherboard isn't a bad board and has 8+2 power phase to handle FX 8 core processors. Something like the FX 8370E would be an ideal fit for your board and would even be able to handle a mild to mid overclock. A FX 8370E @ 4.5Ghz would be a good fit for either the GTX 960 or GTX 970. I game with a FX 8370 @ 5.05Ghz and R9 290 Vapor X and am able to play all the latest titles on ultra, 1080p and 60FPS+. The FX 8370E would also have better multi-tasking capabilities than the i5 4690K. The 4690K has better single core performance and will game better, but the FX 8370E will handle intense multi-threaded applications (such as video editing) better. Saying you already have a decent motherboard you may want to just upgrade the processor (to FX 8370E) for now and put the money saved from not doing a full motherboard and more expensive i5 4690K aside to do a upgrade to Zen, or even second generation Zen (or Intel counterpart) in a year or two.

If you want to upgrade to Intel i5 4690K now you will need a new motherboard as Supernova1138 pointed out.
