help with silent cooler (limited budget and single store)

hi my stock intel cooler is buzzing every now and then (I have cheap motherboard and ATX 12V is near fan - and that cable is causing buzzing noise)
now i need new CPU cooler i set filter i have only single store in city Link to coolers
dont change budget i need silent and something that i can use for OC 4670k processor

I have the Coolermaster Hyper 212 Evo and like it a lot. It does a great job and is quiet, my stock cooler kept the CPU idle at about 42-45c, the 212 keeps it at about 29-32c.
If your budget dictates, you could probably get away with a Coolermaster Hyper TX3 Evo. But I am not sure the difference in performance or level of sound. The main difference I see is the 212 has 4 copper heat pipes and the TX3 has 3.

Solution
Tie away the cable that is causing the buzzing.

Nothing with a fan will be truly silent.
In general, quiet comes from larger fans running at low rpm.
The stock cooler uses a 92mm fan. It is normally quiet until it needs to spin up for more cooling.

The hyper212 with a 120mm fan is better and quieter.

If you nave the budget, the noctua NH-U14s with a 14mm fan is about the best.

I tried to tie it but it always come back to buzzing since small movement cause same problem, not sure is cable or fan is problem (hope its not PSU)
212 it is just need to check evo or x

thinking about evo or GeminII its low profile and in specs in CM website lower noise
 
In general, downdraft low profile coolers are not as effective as tower types.
A tower can direct the heat directly towards the back of the case carrying heat out directly.

Use a twist tie to secure the fan cable so that it can not touch the cooler blades.
Be aware that when you work on a open case, it is often on the side and the fan wire will move when you set the case upright again.
 


While you have received extremely good advice from posters on the best fan, I think you need to look at the cause of the buzzing. There isn't any reason you should have that buzzing noise. Can you perhaps take a picture and mark the wires that you have to move for the buzzing to appear/disappear? Also please provide details of your Power Supply Unit. If it is not a unit that can be readily Googled (no-name brand, or a brand local only to your locality) please also take a picture of the specifications lable on the side of the PSU.

yeah i tried that for few weeks hit right spot for it and everything
i got myself 212X no more buzzing and its silent like i needed 40€ well spent thanks all
