Static Shock to USB causes USB ports to not work.

Hey everyone, I have a little problem with my pc that I built recently. Every so often when I plug in a USB cable or a USB device, a little static shock will occur, and then my keyboard and mouse will not function until I restart my entire system. My pc is on carpet, although I'm not sure this would be the issue. Is there anything I can do to stop this from happening, and should I be worried of something worse happening from the static shock to the USB port? Any help is appreciated, thank you!

definitely get it off the carpet. thats probably it. im surprised you havent tried that yet. i have mine on a black painted wooden board.
