Computer takes a few attempts to start up.

I've had a problem with my computer overheating and collecting dust to the point where the bios fail-safe would shut my pc off at around 70 degrees Celsius. At first i thought it might be my PSU which was a cheap "made in china" 600w. So i purchased a new 700w around a year ago which needless to say didn't help so much, actually at all so i figured it was all to do with the crappy heat-sink on the cpu or the motherboard itself and not wanting to drop the money on a new cpu and mobo i decided to get a new case and a coolermaster liquid cooling kit, but now for some reason it takes a few trys before it wont just freeze/crash before it will actually start up.
I've watched my temps on start up and they seem fine at about 9-30 degrees finally settling down to about 14 after everything loads up. Anyways i was wondering if anyone had any idea as to what might be causing this?
