So I am building my first gaming pc. I was wondering if this pc could run these games, GTA V with mods, BeamNG drive, CSGO, etc.
I found these parts in Australia within my budget of $600-$700.

You can't use a i3-4170 cpu with an H110 board. If you want that board and DDR4 memory you need to use i3-6100 or i3-6300 cpu. Also, you don't have a hard drive listed.

Go with skylake i3 6100 and try to get GTX 950.
