Sounds like a driver issue or something, that hardware is certainly capable or running that game close to maxed out at a decent framerate, nor should it crash in such a low demanding game like cs go I definitely think you have some kind of software issue.
Here is a guy with a weaker AMD system than yours and he still gets 100fps+ on close to max settings he is even using 8x msaa.

i just re-downloaded the amd drivers and the amd radeon settings restarted and loaded up csgo and still getting 110-160 fps with low settings before the update i was getting 200-240 fps what could be wrong with my rig then?
You dont think there is an issue with the game itself?
Why would there be? Do you think the latest update made AMD systems perform worse? I highly doubt it, if that were the case forums would be flooded with people complaining that there AMD system suddenly started performing worse with the latest update and thats not that case. In fact I see a lot of people claiming that the latest amd driver update and game update actually improved there performance in CS GO as it should.
Are you sure you have the correct and latest driver installed for your gpu.
