The h170 offers more connectivity and usually a better vrm. The b150 is basicly a chipset targeted to oem pc sellers like dell in order to cut down the cost. I would change that seagate for a Western digital or a Toshiba drive. Seagate drives have a higher failure percentage than the rest.

As for the gpu my purely personal opinion is the 970. Not that i have a problem with amd, but the 300 series has a lot of problems. If you go with the 390 i would suggest going with the sapphire version as it seems to be the most reliable.

VRM is the the components around the cpu socket that provide the cpu with the needed power (voltage). A better vrm usually means that your system would work properly for a bigger time.

OEM are usually the big (computer in this case) manufacturers like Dell, HP or.... They tend to use the crappiest hardware around that can do the job. This is the main reason that although they can offer cheaper systems it is advised to go the diy route.

Generally don't trust the manufacturer's branding. Check carefully for what you need and at the same time keep an eye on the vrm. More capacitor (the little round things) the better and so on so on.

Me personal choice would be something from Gigabyte. They have the most stable boards on the market. In one of my systems a gigabyte runs perfectly after seven years of torture.
