That depends on your usage. Obviously you want to play games on this machine, but what kind of titles? Games like GTAV (60GB), Witcher 3 (30GB), Far Cry 4 (25GB), would easily fill a 128GB drive along with your OS and various other files. A Samsung 850 500GB is about $145, but even the cheaper 256GB would be more future proof and a great storage solution with the 1TB HDD you are planning on getting.

I got the 850 500GB and I couldnt be happier.

Not sure what your question is. But regarding SSD size I'd shoot for a 250GB capacity as the prices have fallen pretty far. You should be able to get a perfectly capable MB for less than $200 with what you've listed here.

I have an 840 Pro 128Gb and have no fill issues. As long as you limit exactly what goes onto the C drive. Keep temp files, pagefile.sys etc on the hdd, games and media on the hdd and just reserve the ssd for system stuff like office, av, steam main files etc.

It all comes down to needs.
I have a 128GB 850 EVO and store my OS, all my programs, and one or two games at a time and still have some space left over.
All my downloads, temps files, and the rest of my games go on to my HDD.

Its really whatever you can afford, though I never see anything over 500GB being worth my money (yet).
