I am looking for the absolute best build possible for 750-800 us dollars. I play VERY cpu intensive games like heavily modded minecraft every few months, the old dayz, and kerbal space program. But I also play games that require a pretty good gpu.

That's a great build, actually. Although the 390 is more powerful than the 970 the 970 is more upgradeable so I guess then yeah, go for a 970.

I dont care about upgradeablilty, so go for 390? or stay with the 970?

quilciri's build would be your best bet. I, personally, however, would swap that zotac 970, (which has reports of coil whine), with this card:
