Computer Froze and Now Won't Boot to Any OS

About three weeks ago I was on my computer playing Heroes of the Storm and the game froze but the audio keep looping (buzzing). I figured it was my graphics card so I restarted, went back into the game, and the same freeze happened again.

After happening one more time (3 times), it would not restart into Win 10 anymore. It loaded the Win 10 splash logo and after about a second or two it kept restarting.

That is where I have been for the last three weeks. The worst part is I cannot even boot from a USB. I have tried Linux Live, a Win 10 full ISO USB, and a Win 10 Recovery USB. All load about that first second or two of their splash screens then restart.

I have "breadboarded" my system with only the motherboard, CPU, and one memory stick in. I have traded out the memory sticks but that doesn't change anything. No hard drives are connected and I cannot even boot from USB. The motherboard posts OK and I can see CPU temp, stats as well as memory stats. Everything looks okay but will not boot.

I have RMA'd the motherboard so I can all but rule that out. Before the crashing I did have the CPU overclocked to 4.0 which I felt was a modest overclock. Could the CPU have overheated? I have been using an old hyper 212 (air cooling). I have also reseated the CPU many times and don't notice any missing or bent pins. I have used this system since October 2015 with no problems until January 2016. I am on a new motherboard now with no overclock. The problem has to be down to the CPU, right? I have never seen a CPU glitch out before so this seems very strange.

System:

Intel i5 6600k
Gigabyte GA-Z170XP-SLI
Corsair DDR4 8GB x 2
AMD HD7950 (unplugged now)

Memtest has no errors on the first pass. It is 2 hours, 78% of the second pass in and no errors so far. This is with both DDR4 memory sticks installed. CPU temp at 35C.

Edit: Now the computer will not POST. I left it on for about 5-6 hours. The memtest said no errors and it had done 3 passes before I restarted.

Edit 2: I replaced the processor and now can boot into Windows and everything is back to normal.

I have not tried memtest. I see that there is a bootable USB version of it that I will try when I get home from work today. Will post here asap when that is finished. I am using two different USBs for the OS attempts. One is USB 3.0 and the other is a 2.0 stick.
