If you do not, you will forever wonder if you should have.

If your budget does not permit, then a lesser I5 would be OK.
Actually, many games will play as well on a i3-6100.
If your games are multiplayer, then a i5 is better.

It depends what you want to do, the 6400 is a good chip if you want to go budget, but the 6600k is another good option if you want to get the best performance. Any skylake i5 will not bottleneck a 970, so if you want to save some money, just go ahead and go for a cheap non overclocking chip and non overclocking motherboard. If you want to overclock for a hobby and get into liquid cooling, go for the 6600k and a z170 overclocking board for a little more money, but more performance.
