Hi, this might seem like a silly question but I've always wondered why on some PC games if I cap my framerate to 30 it feels more like 20-25. I don't think it's screen tearing because vsync doesn't fix it but really, why does console 30 fps feel so much better than pc 30 fps?

The mouse responds faster than a controller.
