My friends and I are looking at building a server, but we found a used server with four Xeon 7400S and 128GB of RAM (no HDDs) for $400. I known the CPUs are older, so I was wondering if it is worth it. Or should we build our own with a six or eight core Xeon or i7

Hello... Typically your PC's will do the Processing in a Office, and the server is just used for DATA retrieval, Saving, and Network... you need just fast LAN/WAN cards.
Some uses For the system you suggested are for assisted/Co-processing, saving of Large DATA sets.

Maybe you want a NAS http://www.wdc.com/en/network-attached-storage/Default.aspx
You can buy bear bone/Driveless and have Multimedia/communications options.
