Streaming and Capture Cards

I have been streaming more and more and I am curious if I can use the "Aver media live gamer" or "Elgato Game Capture HD" to relive stress to my video card and processor while I stream. I stream on OBS and simply use the "Game Capture" feature. I don't have a streaming PC but I am curious if its possible to still use one of those and takes stress away from the PC and still use them in OBS in using the Device capture.

Both of these are external cards that connect via usb cable to the pc, and you just link these in between the pc and monitor. There are internal card options that hook to the motherbaord but then I feel that is also using the CPU I could be very wrong. My goal is to be able to stream but save as much cpu power to capture the game as possible.

Have you tried BandiCam for software game recording? I was using FRAPS for years and noticed my frames were never that great. I tried the top 5 on a 2015 list and it came down to BandiCam that I purchased. Main reason, CPU usages only 20-30 % when recording game play.
