The Hyper 212 works very well for me with my 4690k, I can run 4.5Ghz on it but how far you would be able to overclock depends on the chip and how much voltage it requires. I get very good stock temperatures, if I remember correctly, Prime95 only makes it max at 57c.
Forgot to mention that I'm buying the msi gtx 970 and my little brother is the one with the game illness like Watch Dogs or whatever, don't know anything about games.
Is this changing your opinion about the cooler?

Instead of the 212 evo I'd go with a more updated cooler like the cryorig h7. It's a bit cooler and quieter but with an offset design so there's no ram slot conflict. It usually goes for around $35, pretty decent for a more budget cooler.
I'm not sure what features the msi gaming 7 has over the gaming 6 for $100. Have you considered the gigabyte z97x gaming 7? It's almost the same price as the msi gaming 6 but with many of the same features as the msi gaming 7. Really it's about whatever options or features you need as to whether it's worth the price or not.
Same as above, but I'll check out that CPU cooler.
Haven't consdired it, because of the MSI GTX 970, I was told it's gonna work better with a msi motherboard.
The gigabyte z97x gaming 7 in amazon is USD 170, but the MSI z97a gaming 6 is like USD 350, pretty more expensive.
