Looks reliable, but your gonna have to pay for it now since you advertised it on Tom's xD $200 now good luck!

But the starting price was $9.99! If I remember correctly, if someone bid for that, the seller would have to sell for that.

The seller will start it cheap to get attention and bids, this is how eBay works dude! If it sold for 9.99 (which it was never going to) then yes he would of had to sell it but he did it to get attention, watchers and bidders.
 
It's pretty typical for ebay items which are auctioned (not buy it now) to start low. As said it creates interest. The low price was just the starting bid, bidding means people battle it out by offering more money than the last person until the auction ends and the highest bidder gets it. It is already up to $200 and has over 6 days left. Fast bids from people can make the price shoot up another $100 in the last 10 minutes of the auction. Sometimes people get so crazy bidding they end up bidding more than they could have bought it for new.

There are some buyer protections in place to prevent getting ripped off but it's also not as guaranteed as buying one retail new in box from a store. They do say they offer 14 days to return it no questions asked so they would have to honor that. You may want to ask and make sure that doesn't apply to unopened packages only. Opening the box (if you won the auction) may void that return. Also since it's not a standard retailer chances are you won't have a valid warranty with it. Things to consider.

As an ebay seller, yes we start low to generate interest and usually list an item for 5 to 7 days to gain attention. It plays into a person's fear of loss, which with the bidding wars. At the time of this post the i7-4790k is at $202.50 and will probably hit $299 or more.
