What should I upgrade : Cpu or Gpu?

Hi, I am planning to upgrade my PC, I have $950 (-150 for an RM850x) and I have two options : Skylake 6600k and a Gtx 960 or should I just put all of my budget to my GPU (probably a GTX 980ti). Currently, I am using an AMD FX 8320E, and my CPU cooler is a hyper 212x Turbo (I put my CPU cooler so that you would have an approximate overclocking capability). Thanks

The 8320E will run the 980ti fine, and is a pretty good CPU for gaming, but it has already started losing battles vs i3's (in some games) and i5's from Intel.

You said you have $950? You'll get a better PSU, 980, i5+Z170, 8GB DDR4 for that. (Assuming you live in the US, otherwise it might cost more)

What resolution is your monitor? If you are plying at 1080P, a 980Ti is overkill and you would be better off with the CPU upgrade for sure.

If you are playing at 1440P or 4K a 960 isn't going to cut it and I would focus on the GPU
