Need help bad and fast, Have a 6600k and wont clock higher then 800mhz under 100% load.

As said in the title i dont know whats going on ive never had a cpu do this. in core temp temps dont go past 70 c but my cpu wont go past 800mhz and wont give the cpu more then 0.8250 v. ive updated to latest bios and ive also trying changing the clock speeds. right now im up to 46x and its maxed out at 1100mhz. its saying 24.00 x 46.0 in core temp and windows but in gigabyte easytune it thinks its clocked it to 4.6GHz.
i cant even get the stock speed of 3.5GHz when doing even an overclock. Sorry if this sounds noob or stupid but i just built this system with all new parts except the power supply and the gpu. this system laggs out when i run any installation or when im playing music some times. ive had it grey screen but i thought it was gpu related now im wondering if its not. If anyone can help me that would be awsome thanks.

16gb G.Skill 2400 2x8gb sticks
MSI R9 270x HAWK
rosewell 1000s 1000 watt power supply.

its been laggy from start. i play alot of league of legends and it runs fine for the most part but it does skip some times. i can play bf4 to and it will lockup for a few sec every so often.i have installed intel xtu and what its telling me is that i only have a single core cpu running at 3.9ghz at 100% load. this should say 4 cores correct?. i did have it blue screen on me as well as grey screen but the error i got was for the gpu not the cpu. ill screen shot all this here for you.
 




Have you disable power saving features in BIOS? Try clearing the CMOS as I said before.

everything as far as cooling is totaly fine. i have posted a link in the thread of what im seeing on my pc. temps dont go over 70 c and there is no thermal throttling.

ive had this power supply for 4 months now and its a very good one. the reviews on it where amazing as well. i dont have money for a corsair right now and honestly shouldnt have to for 2 more years. for a 1000w power supply id be spending almost 200 more and with not having a job and only getting very little money i cant do that right now. i like this power supply to. at this time newegg said they will rma my cpu and have overnighted a replacment. you can continue to troubleshoot with me tho as it may not fix the issue but was doing so as a first step. im going to reset cmos right now but not sure totaly how to do that.

also should it be lagging behind alot when running that test?
 
Well a stress test is what it says it it. It will test the CPU to it's limits and so, you should expect it to "lag" a bit. Your temperature is very good at 51C under full load. Try some games and see how it performs.I suspect all this happened because of some mistakes in overclocking.

i started messing with clocks because this happend. so that came first but if you think its working as it should then i guess ill deal with it. but it seems lagyer then when i had my 4690k. also cpu usage is always at 25-50% with only chrome running.

one more thing you might be able to help with, do you know much about graphics cards? im trying to find out if its bad or if im just not doing something right. its at 1200mhz core and 1550 memory clock. i get white flashes randomly when playing.
 


So is it still lagging when only browsing the internet? I have I5 4690 at 4.0GHz and with Chrome having a facebook tab, a youtube tab and this forum open, I get utilization spikes between 8%-30% but it is not lagging unless I test the CPU to it's limits. Regarding the GPU, could you describe better the "white flashes" please? are they flickers or are they all over the screen? Have you just changed the card ?

its at 4.6 right now and its smooth but at time i get little mouse stutters. as for teh graphics, its white flickers that go from left to right and are almost in the middle of the screen. almost like a white bar that lasts less then half a sec. i get it every 10-15 min some times and some times never.
 
So you are telling me that you OCd again the CPU to 4.6GHz? Can I ask what voltage are you putting through the CPU? Also why are you overclocking may I ask? As for the GPU, you did not answer if it's a new graphics card or did you have it from the beginning of this computer.

yes im messing with overclocking the cpu. mainly because i want the ingame stuttering to stop and im guessing its cpu maxing out but not sure. also for the graphics card it was put in this pc when built( last week) its not new i got it used.
