Well, so basically i looked around the internet i had this issue with my GPU performance "980 Ti" it was going around 40-45% load getting around 48Fps in certain area in tomb raider.. anyway i found someone with similar issue and interestingly enough i've seen a post about how ram speeds can make the cpu receive data faster which can help with the gpu waiting for the cpu.. i'm not quite sure what is.. so from that i got that faster ram helps better performance.. so i went into the bios and into the XMP it showed me 1 Profile XMP 1.3 1600 apparently.
anyway i manually changed the speed to 1866 and changed voltage to 1.60 though cpu z shows 1.5? and got back to windows everything seems fine..
here is some cpu z screen shots.. again I Have NO idea what im doing..

went on tomb raider.. and it seems like at the same area i started getting up to 55% load and got to 75Fps..
is it the ram that fixed it? im a bit confused.. is it this easy to OC ram?
Note i have my i5 4690k Oc'ed to 4.2Ghz if that matters
