MSI Radeon r9 not recognized?

Hi, this is my first PC build. I've built an Asus Z170-a Mobo with the MSI Radeon R9 390. I can get an output from the mobo's hdmi but nothing from the GPU. I have set the primary graphics from auto to PCIe from the BIOS and reset and it still has output from the mobo and not gpu. When I use the BIOS tool for the GPU POST it shows "No VGA" on the PCIe slot with the GPU. Even tried the PCIex16_2 slot on the mobo. Nothing. The Radeon insignia is lit on the GPU and is plugged into a EVGA gold 750W. I have the latest driver but MSI Live Update and MSI Gaming App error that "This platform does not support this application." Im using Windows 10 64. Why isn't the GPU being recognized and how can I get the HDMI to output from my GPU not iGPU.

I'm thinking my problem is something similar. Im using a modular PSU with a VGA cord that comes as a 6+2. My R9 has an 8 and 6 slot. I've filled the 8 by using both ends of the VGA. Now I should add another VGA PSU cord into the 6 slot? Do i have to clip the extra 2?

"I have just fixed all my issues. This may be a stupid question but have you plugged in both the 8pin and 6pin slots in the graphics card? literally that was my issue as to why my machine couldnt detect it. i hope thats the same for you. if it is the case. delete all previous drivers using ddu and then shut down, fix that silly mistake and then re install the uptodate drivers."
