I recently built a low budget gaming computer. Here is the build:
CPU: AMD FX-8320
Motherboard:MSI 760-GMA-P34
Video Card: EVGA GTX 750 ti
RAM: Crucial Ballistix 8GB (two 4 gb)
Hard drive: Hitachi 1 TB
PSU:EVGA 500W Bronze
Case:Cougar Spike PC case

I have been using it for about 2 months and for about a week a strange fps fluctuation has been happening. It happens on battlefield 4. I haven't tested other games yet. At first I thought it was the monitor's refresh rate dropping, but that isn't the case because I opened up fraps to see my fps, and it is indeed the actual frames per second dropping. On battlefield I would say it happens every 5-15 minutes. The fluctuation usually lasts for around 10 seconds, and makes the game unplayable. It always drops to below 30. I usually get around 70-100, so it's not like I have a bad computer build, I just want to know what I can try to do in order to fix it. Is the pc overheating? While my pc is idle the temperature of my cpu is around 43C, I heard its supposed to be below 40C while idle. I do not know the temperature of the cpu while the game is running. Any setting I could change to possibly fix this?

AMD does not make a miniITX motherboard for your cpu. Did you mean microATX? If so, none of the microATX AM3+ motherboards are any good. You're going to need to get a new cpu as well. That's a good thing though.

The problem is your 125w FX cpu is throttling under loads because your motherboard is terrible. The only REAL fix is to get a better motherboard or to get a 95w FX cpu like a FX6300. You could try downclocking your cpu a bit and seeing if that helps.

Even though that motherboard officially supports the FX8320, it doesn't REALLY support 125w cpus. It cannot handle that much heat. This is a common problem with AMD. Blame whoever told you "AMD is better for a budget".

What do you think a good motherboard would be? I need a mini ITX or else I would have to get a new case. And yeah I heard AMD was better for budget.
