New build - Mouse and Keyboard unresponsive upon Windows bootup

Just completed new build with Asrock Z170M Extreme4 motherboard. I had an existing Windows 7 Professional (64 bit) installation on a SSD and connected it to this system. When the system boots into the windows desktop, both the mouse and keyboard inputs are frozen, even though they both work from within the BIOS.

Question #1: What do you thinking is causing this?
Question #2: How do I resolve issue?

That would completely make sense. In order for me to attempt the re-installation, I'll need to obtain another SSD, as I can't risk erasing the data on the existing SSD. I'll order it tomorrow and should receive on Friday, and will do the installation. Thank you for researching this for me. I really appreciate it.
