I'm currently trying to choose between either getting a new monitor, or upgrading core PC components and would like some help making this decision.

My current PC is:
Monitor: Asus VG248QE
CPU: i5 2500K
Ram: 16 GB DDR3
GPU: GTX 980-ti

I'm considering upgrading to a i7 6700k and 16 GB DDR4. Purchasing all of the components that I would like for this upgrade would cost approximately $900.

The monitor I am considering upgrading to would be an ASUS PG279Q for $800. (High refresh rate is important to me.)

My current concern on upgrading my core components is that I would not see a huge improvement going from a 2500K to a 6700K.

My current concerns on upgrading my monitor are:
Quality control issues reported with this monitor (mainly back-light bleed)
Current rate of monitor improvement. (Is it a better idea to wait?)

What do you guys think I should do?

Honestly I'd go with the monitor. Like you said, you're not going to see very much of an increase in performance from the upgraded CPU, or ram for that matter. Especially since your current monitor is a 1080p model, you're way past the point of diminishing returns when it comes to hardware and performance in games. My point is that I think that you'll notice the increase in resolution more than you would notice an increase in frames from 120-140 in most games. If you are worried about the backlight bleed, possibly consider a different monitor? Unfortunately I don't really know enough about monitors to really give a suggestion, but I guess what you have to ask yourself is would you rather possibly go through several different RMAs to get...

A quick newegg search and I found this monitor, is cheaper, has g-sync, and also has a 165hz refresh rate, there's also some negative reviews about backlight bleeding, but it doesn't seem to be nearly as big of an issue:
