Only one fan working of the Graphic card

Hi everyone
I have a Sapphire R9 270X Dual-x 2GB and for some time now I have noticed only one of its fan works normally. At first I thought it was because of winter, that the temperature didn't require it to run the second fan but even while playing games like GTA V on ultra, the second fan doesn't kick in.
It starts for a second when I boot and then it stops. It's running when I use the Overdrive option and turn the fan manually over 80% but never normally.
What could it be?

My build is
Intel Core i5 4590
AMD R9 270X Dual-x 2GB
Kingston Hyper X Fury 8GB 1866 Mhz
Asus B85M-G
Cooler Master Thunder 600
Seagate Baracuda 1TB

Bad fan motor would be my guess. I have a Sapphire Dual-X R9-270X and both fans work together in unison. They should be wired together in parallel to the same header.

Might be a problem with the motor not being able to run dependably at lower voltage. Boosting the speed (voltage) gives it the needed power to start and run. 12VDC Fan motors usually are designed to run at 5V minimum, to 12V max.

Okay, that makes sense. But then how can I fix it? And how can I be sure that it is this very issue?

If it's too late to send it back to the retailer for an RMA, try Sapphire support. They should have a longer warranty period on the card than the retailer.
Any attempt to "fix" or troubleshoot the problem would require separating the board from the heatsink/fan assembly. That would void the warranty.
