Need advice on how to load drivers for updated system

After my home-built desktop died, I installed a new MB (ASRock H97M Anniversary) and new processor (Intel i3-4130T). The system boots up enough that I can get into BIOS or into the ASRock UEFI, but Windows (Win 7) does not boot, apparently because of the lack of appropriate drivers. Unfortunately, I am not enough of a techie to know how to install the drivers outside of Windows. There are probably tutorials out there on the internet that would guide me through this process, but I have not yet found them, probably because I do not know exactly what to search for.

I would appreciate any links to appropriate tutorials, or even advice on what terms I should use in a Google search on my own.

After changing MB and Processor you need to reinstall Windows. Exceptions are few.
Even if you use safe mode and install the MB drivers it will still not work as good as it should.

"Do you have some message on screen when boot stuck ?"

The Windows Error Recovery Screen pops up telling me Windows failed to start. If I go into Startup Repair it is unable to correct the problem.

"You can go with Safe mode to repair what you need, or just go with Last known good configuration. Also you can go with Safe mode with Networking."

If I try to boot into Safe Mode (with or without networking) I get the same result as trying to boot normally. Last Good Configuration will not help because (I assume) the problem is caused by new hardware without drivers.

"You can go with old Advanced startup options. When you boot computer, hold SPACE key and then F8 when you see on display."

Interesting! I never knew about Advanced Startup Options. But the screen appears to have the same options as Safe Mode.

I am trying to install the drivers for the new MoBo from a USB drive using the Command Prompt which I reached through System Recovery Options, but I am in way over my head. I am trying to give myself a crash course in using DOS and I am about ready to pull my hair out.

In summary, after my computer died, I upgraded the MoBo and CPU. Because the new drivers are not installed, Windows will not boot, even in safe mode. I can not access the internet and do not have a working optical drive. I am attempting to install drivers from a USB drive using the Command Prompt. If anyone can offer a better solution I would be enormously appreciative!
