Ping unstable, going up and down for no reason?

Yesterday I was about to play some games at night (at this time Minecraft) and I noticed that my ping was unstable. My normal ping is 30-40, but I noticed that I had 4 bars instead of 5 bars that I usually have. I checked my ping on all the servers, they were spiking up from 40 ping to 200-1000 ping and then stays there for a good while, then goes down again, then back up, goes back down and repeat. Everyone was asleep and my PC was the only active one. I didn't really care so much about it, so I just closed minecraft.

Later my friends wanted to play League of Legends with me (everyone was still asleep in my house). So I played league, and my ping was first at 130, then dropped to my normal ping at 40, then the ping was working it's way up to at least 400 ping. My ping was moving all around there, like it jumped to 60, 80, 40, 120, 200 and then it was at my normal ping for a while but started again, this is when I noticed that something must've been wrong, but it was late so I went to sleep.

Today I played again, and it was still the same. My ping was spiking up to 900, stayed there for a while then back to 40 and stayed there for a while too. I don't really know what's wrong.

I do not use wireless, I have an ethernet cable if that helps.
 
Solution
First call your ISP and tell them about the loss of service. Especially when the problem is occuring.

Then check all of your wires coming in starting with the service line from your ISP.

Make sure all are tightly connected.

For the most part, I expect things to be okay within your network since the problem is intermittent.

Probably something on the ISP's side. Call them, document your calls and what happens. You may need to make several calls.
