That would definitely worth the extra $50... Going for the 960 is a step into another level of graphics cards..

A handy chart to show you the performance increase as you spend.

GTX950 = 6 SM Units 128bit 2GB ~$150
GTX960 = 8 SM Units 128bit 2GB or 4GB ~$200
GTX970 = 13 SM Units 256bit 4GB (3.5GB) ~$300
GTX980 = 16 SM Units 256bit 4GB ~$480
GTX980Ti = 22 SM Units 384bit 6GB ~$610
Titan X = 24 SM Units 384bit 12GB ~$1000

BTW it a big difference betwen 2gb and 4gb? (I use 2 monitors, if somehow its effected by that )

Motherboard is fine, and not much of a factor in performance. Overclocking notwithstanding.

CPU is getting a little dated, and will struggle with some of the latest games, but is still good enough for up to a 970. Anything that heavily relies on GPU performance is going to be fine.

If you were willing to bump your budget up by the $50 you suggested, you might want to consider the R9 380 - 4GB which can be had for $170 (after rebate)

Given your CPU limitation, a lot of situations won't be able to take full advantage of either the 380 or the GTX 960, but for GPU intensive tasks, I believe the 380 has a slight advantage.
