USB 2.0 and 3.0 speeds extremely slow.

My computer is relatively new, I have ASUS Z-97K motherboard and I'm running Windows 10. No matter where I plug in my USB 3.0 the transfer speed is somewhere around 8-11 MB/s. That is really slow and I don't know what to do. I went through BIOS and I couldn't find anything on USB other than enabling or disabling it. My windows is also fully updated and I can't seem to find the issue here. Any ideas? Thanks in advance!
EDIT: I've also tried the Better Performance policy but it doesn't work, and also the window Policies seems to be missing the box below I see in the tutorials.

Study that BIOS well, it might've been some setting that is set to power save or something weird like that.

Yes, power saving on USB connectors, I don't even know anymore.

What are you using to test the speed of the USB ports? Usually USB drives never stress the USB bandwidth enough, you'll only be seeing USB 2.0 speeds of up to 480mbps if you're using external SATA II powered hard drives and unlock the full bandwidth of the USB 3.0 port of around 6gbps with a portable SSD, otherwise you'll never see read and write performance.

Are those USB devices you're using advertised to run at full speed? External hard drives might still be bottlenecked by their internal controllers (SATA TO USB CHIPSETS).

Look up reviews of your USB drive (the 3.0 one) and then compare your results with the ones from the review.

If the problem persists, try running your computer in High Performance Mode within windows.

Have you tried updating any sort of drivers?

I've tried updating the Intel(R) USB 3.0 eXtensible Host Controller - 1.0 through the Device Manager but it says it's the latest driver and I cannot find the correct driver on intel's website. Other than that I've tried to install USB 3.0 booster from the ASUS motherboard software and that didn't change a thing.

That's very weird I have to say... Well see if anyone drops some knowledge up in here because I'm out of ideas.

My X58 board which is now 6 years old, first boards to have USB 3.0, transfers around 40mb/s from my Note 3 via USB 3.0, so your system should not have an issue.
