860K is much stronger than either of those. For most games it's faster than the FX CPUs due to more decoders per core. GTX 950 is a good match for that CPU, though various parts of the game will demand either a stronger graphics card or CPU, but same can be said for just about any configuration.

But still for some reason its lagging in games i cant play any game without expecting lag i cant even get it to run saints row 3 on ultra without it lagging idk if its my monitor or what and i did plug in my hdmi to my gpu and to my monitor.




ps: my monitor is old.

 


Why would you expect to be able to run ultra settings with an entry level CPU and entry level GPU?
 


They are good specs for a five or six hundred dollar machine, but the games you are playing are very new and very demanding. Lower the individual settings until it is playable to your tastes. You will be surprised I bet you can keep mostly high settings. I hear that turning down or turning off the god rays can really help in Fallout. You can probably also overclock CPU/GPU/RAM quite a bit for free performance boost.
