Psu or mobo dead?

I cant tell if my motherboard is shot or my power supply is shot. I have two separate power supplies i have tried. The first one does nothing. No power to any fans, no beeps. I jumped the green and black, and nothing happened. Swappd my backup 550 watt and jumped it to make sure it works. Plug it in (correctly) and the motherboard leds light up. And thats it. No fans, no beeps. Psu fan is spinning. Does anyone have any ideas as to what it could be? I have tried all i know to do. Even cleared cmos.
Specs: intel q9550 core 2 quad
Ram: 8 gigs ddr3
Gpu: asus gt640

If GPU and CPU fans are spinning, then it seems like the MOBO, not hte PSU. The lights are suspicious but try to get hold of a volt meter and test the psu. That is the best way to know

The computer worked just fine. Had 2 gigs of corsair ddr3 1333 mhz ram installed. The motherboard supports up to 16 gigs, ddr3 1600 mhz in dual channel. I swapped ram with my brand new Kingston hyper x fury ddr3 1600 ram. As soon as i go to power on, the problem occurs. I have removed the ram, and put the original back in. Nothing works.

If PSU worked correctly, I believe GPU fans would spin (if I am not mistaken). If the motherboard was working, then the case fans would spin. Because neither of these things are happening, I believe that both need to be replaced.

Quick update. Plugged old psu back in. The led on the back of the psu is flashing green and red. The gpu and cpu fan is spinning. No case fans though. It leads me to believe that its a psu problem

Just thought I'd re-post something on a similar problem -

I had something similar last week with an older machine.
Everything worked.... just wouldn't boot.
And we hadn't actually done anything except shut it down for a few hours.
So it went from a fully working PC to not booting for no apparent reason.

Didn't have the luxury of LED's to tell me anything tho.
Press power, it all appears to start up, but nothing - not even a beep.

I was pulling my hair out as the machine had been a trusty old lump and hadn't been moved or opened from when it was properly shut down.
From experience, it could have been anything - wasn't looking forward to ripping everything out to test it.
Eventually, I got my PSU tester and plugged that in.
It only cost a few $'s from ebay about 2 years ago and they are still available.
Hey presto!! One of the 5v lines was showing very low/intermittent voltage on the main mobo cable.
Swapped out the PSU and it now works fine :D

That little $3 widget saved me an awful lot of time and effort.
Something worth investing in!


Note about the flashing light on the PSU: probably means it's dead or not working correctly.
I know some people point to the motherboard but in all honesty, unless that failing PSU caused an electrical fault on it, it's more than likely to be the PSU and not the mobo.
