I have even tried reformatting the drive (successfully), but still only shows 32 MB total (and available). It doesn't show anything on the drive? How do I fix this?

Welcome to the TH community, ssjjhockett!

I'd recommend you to repeat the formatting process through Disk Management. Start by deleting the volume on your WD My Passport until all the space becomes unallocated and then create a new Simple Volume. Make sure you do not have any important data on it that is not backed up, otherwise you'd lose it.

If the issue persists, I'd advise you to use WD's Data LifeGuard Diagnostics for Windows and use the WRITE ZEROS (low-level format) feature to completely erase the drive (take it back to its default out-of-the-box condition). Keep me posted!
