Help me to format Hijacked Internal Hard Drive

So i want to format my hard drive ( D: ) before, i cant create notepad, save notepad, and do anything expect watching movie / music, install a file in this folder was still fine. Until yesterday, i try to format it, it said windows was unable to complete format. So i try to format from the partition thing , it failed too.

I installed my windows on C: , and idk why this hard drive has primary partition too, and has system labeled, there's only system files like progam data, windows file only in this drive..

It seems like you had both drives connected to the motherboard when you were installing Windows on C:. This is a common issue of an OS confusion. Having more than one storage devices connected to the SATA ports when installing the OS often makes it scatter the system files across all the drives connected. This is most probably why Windows is not allowing you to get rid of the files on D:.

Unfortunately, it will require you to reinstall the OS on the new primary drive with the D: drive disconnected from the SATA ports. Once the clean install is completed, you should be able to plug the secondary HDD back in and reformat it without encountering any Windows formatting errors.
