i5 4460 can't reach 99% gpu usage with low-range gtx

Hello few days ago i've purchased i5 and h97 mobo.
First of all i've seen very huge gap between fx4300@ 4.4ghz and i5 with my low-range gtx 950(900p).
But despite its power i5 still can't reach 99% gpu usage and stable 60fps in some intensive places Witcher 3/Novigrad for exapmle.
That is strange a bit because i've seen some youtube channels which says that i5 4460 has enough power for stable ULTRA60fps even when paired with 970/980.
Isn't that a problem or that i5 just too low to keep stable fps thru cpu intensive scenes?

Solution
CPU and GPU are separate components and are responsible for own tasks. In your case CPU is able to manage it's tasks, but GPU does not. You can put any CPU in your system (even powerful I7), still you won't get decent gaming experience because of you GPU. Your CPU is powerful enough to handle GTX970 or even GTX980.

outside the town i'm getting 60+(vsync on) even in gpu intensive woods

it goes from 90% to 99%, sometimes drops down to 85%

UPD I've found out that ''Number of background characters'' option causes low usage level. Is that mean cpu bottleneck?

Maybe i've missed something? I thought that bottleneck starts when cpu not enough powerful to load gpu for 95%
