ebay and get lucky. BUT do not expect it to do whatever you want it to do, a minor change in firmware and it may not work well. How do you even know that the PCB is the issue?

@13thmonkey has a really god point there - changing the PCB does not guarantee that the drive will work properly and it's not recommended. I assume that you're trying to do this for data recovery and if this is the case, I'd recommend that you go for professional help, such as a data recovery company, if the drive does not power-up at all: WD Data Receovery Partners
If this is not the issue then there could be something else which might help.

In this case the drive seems to be out of warranty, but for future reference, you should never disclose the product's S/N for security reasons.

I see, but still if you have data on that drive which you wish to recover, the far more reliable option would be a professional solution.
I didn't quite get what you meant by "it has BIOS inside". The BIOS of is on a chip on the motherboard and it's not stored on a drive.
 
in controller: 88I8845C-BHG2 is integrated HDD ROM *(bios), some disk have external ROM IC (U12).

Ok one from my friend have a this same revision PCB but different ROM I replaced under bios showing 0GB disk not spinning probably also motor failure, and I really do not have experience/ hardware/ and hermetic clean room to open HDD and replace this ;)
One option left professional company eh...
