HELP! 59-60-61 Framerate stuttering!

Hello, since the end of 2015 I have been experiencing weird FPS drops and variations. I mostly play War Thunder, which has been most effected. My FPS likes to drop to 40 sometimes, but mostly it drop to 50 or 59 or even 61 (I am set to 60) When it drop to 59, it stutters and bothers my eyes and my audio pops.
My PC consists of:
Gigabyte R9 380 4gb
AMD FX 6300
600 watt Power
8gb RAM
ASUS Micro ATX DDR3 AM3+
60hz Vizio monitor

Please help me its driving me nuts. I have tried reinstalling drivers and cleaning my computer. It may be because my GPU is seated wrong but I tried reseating it once already and it seemed to work for a day. I am going to try re-seating it again when I get home from work.

It is normal for fallout 4 to have FPS drops. Even though it's a good game the optimization isn't great so FPS drops are expected. And the seating issue happens to lot's of different people especially with Gigabyte GPU's.

Your motherboard may be the problem then. If it doesn't seat properly then that PCiE lane on your mobo might be dead. Gigabyte's cards are known for being quite long and heavy so try putting the card in another lane and see if the problem still occurs.

You are correct in that gigabyte graphics cards are heavy. After I posted that yesterday, I went home and I reseated my GPU again, making sure to firmly get it in there and tighten the screws extra tight to the case.
I booted it all up and tried out Fallout 4. I also turned off my Steam FPS counter, because I figured it was making me paranoid and part of my problems were psychological. I played the game and it ran comfortably, albeit the FPS lowering in condensed areas in the game, which I assume is normal.

Thank you for replying, but I have made it an unhealthy habit of cleaning and defragging my HDD every week or two. I use AVG Tuneup.

Thanks _JakeDavies. I did not know this about Fallout 4. I have heard that Bethesda doesnt have the best ports to PC, but it is reassuring to know these things are normal.

I like the sound of Perfect Disk and I will give it a go. I see it has a 30 day free trial which is perfect. My AVG subscription will be expiring soon. Thanks for the advice about cleaning my PC, I will set it to clean every month. This is my first build, and these are things nobody has told me, but I am always looking for the best advice.
