First time PC builder! Please help me build the ultimate LoL machine

Hi!

After a lot of debate, ive decided to build a computer. I currently have a work laptop which i run LoL on, but I went to my friends house the other day and he was playing on his (3000$) computer and it just looked amazing and crisp and smooth. Now i understand of course I wont get anything near that with my budget, but I am completely new to this so I am not sure which parts to choose.

My same friend mentioned above created a list for me:

My question is, if my budget it $400-500, is there a PC i can build that will be able to play league of legends incredibly smoothly? Or do I have to accept a price range of ~700$?
If there is a pc for that cheap, what parts would i need? A list like the one my friend created would be so much help!

Thank you so much. I am still debating whether to go with the 700-800$ build my friend made or going for one like you posted. When you say it will "max LOL perfectly" , do you mean it will run it at highest settings with over 100 fps? And will it run smoothly on a 144hz monitor?
