Bad sectors in 20 out of 32 diamondmax8 hard drives that are 2 years old,they are unusable, any thoughts as to why?Thanks

No 40GB IDE drive is only 2 years old. They may have been sold 2 years ago, but they are then probably 10 year old stock.

These are 12+ year old drives, with unknown and probably haphazard handling over those years.

How many companies, warehouses, forklifts have they been subject to over the years?

That last officially stocked \ SOLD retail around 2009 \ 2010 , I believe.
