CPU Cooler doesn't respond to temperature

Hello.

My AMD FX 6300 stock cooler doesn't respond to my temperature. I set it on "Full On" in BIOS but it only rolls with 3500rpm and i want it to roll with 6500rpm as usually. I have lag in FIFA 16 becuase of this, my CPU reach 70 degrees Celsius but my cooler stays at 3500rpm.. what should i Do?

3500 rpm and it should go faster than that? A fan spinning at 6500 rpm would probably sound a lot like a leaf blower, and would potentially blow components off your PCB.

70C is a totally normal temp for a CPU (it's not bad at all). Also, 3500 rpm is already insanely fast for a CPU fan. Granted, I'm not an expert on the stock AMD cooler, but I suspect the only thing that needs adjusting is your expectations.
 
The stock amd fans can run pretty high rpm, however 70c isn't a 'normal' temp for amd fx cpu's. It's past the throttle temp which I believe is around 62-65c. My suggestion if the stock cooler is having trouble keeping the cpu cool, look into an aftermarket cooler like a 212 evo (fairly inexpensive) or a cryorig h7 - provided the case has enough room. Without any details like case make/model it's hard to make too many recommendations.
