Good PCI or PCI-e x16 graphics card for on a budget?

Hi there! I recently purchased a Dell Optiplex 980 DT, with Intel Core i5-760 2.8GHz, to replace my 10-year old desktop tower. I plan on memory upgrading to 8 or 16GB of RAM.

While I'm waiting for it to get here, I'm working out how I want to use the expansion slots. I want to enhance the graphics performance some (I'm not a heavy gamer, but I play some games and do graphic design work in Photoshop/Illustrator). I don't know much about PCI/PCI-e graphics cards, so I need some help. I'm a student, so I can't afford anything too expensive (though I know good graphics cars are pricey). I'd say $100 is my absolute limit.

The best GPU that won't require buying a PSU to run it is the GTX750Ti. You will need low a profile card and EUFI support. These tend to be slightly more than $100. But they can hit that price with rebates when available. I would suggest saving up for that one instead of something less. It considered an entry level gaming card. Anything less is getting into "budget" cards. I would get 8GB RAM and spend a little more on the GPU.
