Casting button showing up in apps on my Nexus 6P and 7, but there is nothing to cast to... What's going on?

I have a Nexus 6P (running Android 6.0), and I don't have a Chromecast.

I have a my cable modem and my Netgear router in my bedroom with a set of powerline adapters connecting the first router to a second D-Link router (acting as an access point/switch) in my living room. I have UPnP disabled on both routers.

There are times when nothing else (other than the D-Link) are connected to my network, and my Nexus 6P displays the casting button in various apps (Play Music, Youtube, Netflix). I tap it, and it says I can cast to "Nearby device." I click on Nearby device and it asks me for a pin, which I don't have.

My roommate has a chromebook, but this happens at times when his chromebook does not show up as connected to the network. Any clue what is going on?

My Nexus 7 (2012) running Android 5.1 also gets the casting icon. There are times when my Nexus 6P doesn't get it, but I am not clear when that is

-I have a Samsung BD player, but when that is on casting lists its model name. I plugged the power, and nearby device is still showing up
-I have a Vizio Smart TV, but it is off most of the time. I unplugged it from the network and the icon still appears.
-My Wii U and Xbox 360 are unplugged, but not difference

As a precaution, I just updated my WPA2 code for both routers, and "Nearby device" still shows up. I even tried to disconnect the second router completely and the issue remains

When I turn off wifi on my phone or tablet, it goes away.

Makes sense, cast is a wifi thing.

If the Samsung BD and Vizio TV are off they shouldn't do that. I would say maybe its a neighbor stealing your WiFi on their tv but the fact you changed the WPA code means thats not the issue.

To be honest I don't know what else it could be. I have noticed that apps sometimes have that icon when my devices aren't on too but never gave it much thought.
