PC wont turn on after power cut

Hi, as the title mentions I'm unable to turn on my PC after a power cut. Since then I've managed to turn it on by removing all cables and only attaching power cord but now I can't turn it on at all. I've tried plugging the computer into a different power outlet, using a different power cord, removing the 24-pin power connector and removing GPU to no success. I suspect it has something to do with my power supply but I'm not sure

Specs:
CPU - Intel Core i5-6400 2.7GHz Quad-Core Processor
Motherboard - MSI B150M MORTAR Micro ATX LGA1151 Motherboard
Memory - Kingston HyperX Fury Black 8GB (1 x 8GB) DDR4-2133
SSD - Sandisk SSD PLUS 120GB 2.5" Solid State Drive
HDD - Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card - VTX3D Radeon R9 380 2GB GDDR5
Power Supply - SuperFlower FX 650W 80+ Bronze Power Suppply

If the fan is spinning on the PSU for the paperclip test, this would indicate its turning on. Maybe attach a casefan or HDD to it as well to see if they startup when trying the test to be sure it's outputting power. Also, I'd reconnect to your system normally and see if this fan kicks on or not when trying to start your system w/ the power button. If the PSU does nothing when attached to the board, and powers up when only connected to the paperclip and a fan for example, it may be the board.

All my wires are black so I can't test it unfortunately

Edit: I just tried it, using the pin numbers instead and the fan started spinning
