Access Denied, I can't take permission from "en-US" - NEED URGENT HELP

I'm trying to take ownership of "en-US" because I need to edit something and I can't whenever I replace a file it says "You need permission to perform this action" and it shows the folder en-us I tried taking from the default way that britec09 showed in YouTube and didn't work, please help! (video source: https://www.youtube.com/watch?v=KX3Ev_MfyPM) i tried this and didnt work

try using this--if this wont do it you will probably need to boot in safe mode to do it

how to boot from safe mode? i use windows 8.1

either boot in safe mode o try renaming or moving the file

sometimes renaming or moving a file to the desktop lets you get permission--you can just change the name back afterwards and put it back where it should go

Ok, I did it but i couldnt do it. I accessed safe mode tried editing and still it asks for permission? what now?

i dont have any issue taking ownership of mine

You can not edit the shell32. It's a system file and Windows will detect a security violation and not load. Beside that it should be locates in the system folder, not the language folder en-US

if you want to edit shell32 you need something like resource hacker software

though still dont get why you would want to edit it
