[one shady key seller] selling games it doesn't have

Is there anything I can do to make sure [one shady key seller] stops selling games it doesn't have?
I purchased Metal Gear Solid V from [one shady key seller] on 2/26/2016. My order number is 195100259259. I paid through paypal and the charge went through. They took my money. It turns out, they (or he, I'm pretty sure this is just one guy in a basement but I can't swear to it) don't have Metal Gear Solid V. So I got an email emmeditaely after placing the order saying my money was being refunded except there was no explanation as to why. Oh, and there was no money, I hadn't recieved it. I emailed [one shady key seller] and then waited and waited. Finally I got an explanation back about them not having the game and it was a mistake on their website that said they did have it. Interestingly, almost 24 hours later, their website is still advertising the Metal Gear Solid V game they don't have and are terribly sorry for selling me. Here's the great part, it will take up to a week for me to get my money back. That took me an hour on hold with paypal to find out.

Then, I started emailing the company (the guy) and in broken english he basically repeated the same things over and over ("Thanks for understanding" seems to be a favorite statement even after I said I didn't understand.) He refused to even give me a phone number so I could actually speak with someone.

So, in summary, I bought a game they "accidentally" are still advertising on their site and on google shopping (still the number 1 result for "Metal Gear Solid V Steam key" on google search.) They took my money and gave me no game and I have to wait a week to get my money back. I'm disabled and video games are my main entertainment. I also don't have much money, I have to save up for these games and the loss of that money for a week really screws me. [one shady key seller] couldn't care less.

I've purchased keys from [another shady key seller] in the past and had no problems at all, I'll stick with them in the future. As for [one shady key seller] , I couldn't be less satisfied.

Imagine that, third party "grey area" sites arent legit?
You ever heard the saying "if it seems too good to be true it probably is"? Yeah that.

I would write this off as a lesson to use reputable sellers from now on.
